BSEE Opens Rulemaking on OCS Helideck Operation/Aviation Fuel System Safety

The Interior Department’s Bureau of Safety and Environmental Enforcement (BSEE) has announced that it is seeking comments by Monday, November 24 on updating regulations related to helideck/aviation fuel safety on OCS facilities.

In announcing the Advanced Notice of Proposed Rulemaking, BSEE states that recent Centers for Disease Control & Prevention and Helicopter Safety Advisory Conference reports show that helicopter accidents/helicopter-related incidents on/near offshore facilities are a “significant concern,” and cites previously-submitted incident reports.

The agency says that a regulatory update could improve safety and reduce injury and property damage risk without imposing “undue burdens” on the offshore oil and gas industry.
