James Voyles – Senior Director, Policy Counsel
James serves as Policy Counsel in the firm’s Washington D.C. office. With several years of public policy, communications, and legal experience in energy and transportation, James has developed a client focused approach to his work that brings clarity to complex legislative, regulatory, and legal landscapes. This holistic approach ensures that client’s voices are heard in government proceedings and among the general public.
His areas of expertise include power generation, pipeline infrastructure, the electric grid and renewable technologies, access to oil and natural gas, battery shipment and packing standards, and hours of service for commercial vehicles. This expertise is applied to advocacy strategies that span legislative outreach, agency engagement, public awareness, notice and comment rulemaking, intervening in regulatory proceedings, and transactional legal matters. He also serves as Counsel for Consumer Energy Alliance, a national nonprofit consumer advocacy group that focuses on the interrelationship between energy and the U.S. economy. James regularly writes, testifies in legislative and regulatory proceedings, and speaks to elected officials and industry stakeholders regarding energy and transportation issues and their impact on the American economy and its citizens.
Previously, James was an associate attorney in a New York law firm’s litigation department and an Adjunct Professor of Law and Policy at Syracuse University. Prior to law school, James worked in marketing for a large fitness company and a restaurant chain. James holds a Bachelors’ of Science in Psychology from Brigham Young University, a Masters’ of Science in Public Communications from Syracuse University, and a Juris Doctorate from Syracuse University. James is licensed to practice law in the state of New York and Washington D.C.
James is also active in his community, recreation sports leagues, and volunteers in his local church’s youth program in Arlington, Virginia where he and his wife Ashley reside.
