Andrew Browning – Partner
A partner at HBW Resources, Andrew Browning was previously the Director of Government Relations at Methanex – the world’s largest producer and distributor of methanol – where he supervised Methanex’ government relations efforts in the U.S. and globally with a focus on emerging methanol energy markets and numerous other legislative and regulatory issues.
Mr. Browning is a former Clinton White House appointee to the United States Department of Energy (USDOE) where he worked in the Office of Fossil Energy and served as a staff assistant to the Secretary of Energy, the Deputy Secretary of Energy and other senior level USDOE officials on U.S. domestic and international energy issues, various international trade missions and technical assistance initiatives.
Andrew Browning has worked for AEAI, an international energy and environment-consulting firm located in Washington, D.C. In this capacity, he served as a management consultant for projects in Romania, Brazil, Egypt, Indonesia, Central America and other developing regions focusing on utility restructuring/privatization issues, energy efficiency, policy development and regulatory technical assistance issues.
Andrew is also a Founder and Board Member of Patriot Biofuels (biodiesel production) in Stuttgart, Arkansas.
Mr. Browning has an M.A. in International Affairs with a focus on Energy and Environment and International Economics from Johns Hopkins University School of Advanced International Studies (SAIS) and a B.A. in Political Science with a minor in Economics from the University of Texas-Austin.
Andrew is an Adjunct Professor with the Bodø Graduate School of Business’s Master of Science in Energy Management Program, in cooperation with the International Institute of Energy Policy & Diplomacy at the MGIMO University in Moscow, Russia.
